Effects of charge sheet and cut in increments in getting govt job

sir, one of my friend working in public sector bank had remained absent for 11 months which attracted chargsheet against him. Later he decided to join bank and clear the charges against him so that in future there shouldn't be any problemin getting govt job. But on final enquiry of chargsheet he was awarded with cut in two increments. If he wishes to resign the Bank and join other stateor central govt job, will this history affects in any manner. Please give descriptttive answer.
