Election duty

My friend works for Life Insurance Corporation of India as an Officer.  His Office has got instructions from the District Collector's Office to furnish the list of employees to be deployed for Election duty for 2014 General Elections on April 24.  My friend had a planned trip out of India starting 20th April and got his leave sanctioned from his Employer.  Can he seek exemption from election duty on the grounds of planned leave.

When deputed for election duty all his leaves (unless allowed by DEO) stand cancelled.

 

If such like plea are accepted by electoral authroities then nothing stops every employee expecting election duty, to place pleave abroad 6 months in advance and show thumb to Election Commission.
