Electricity disconnection without notice by builder

Hi

If builder representative disconnect electricity without giving any reason then is it  illegal. if yes then in which law/ Act it is cover to protect residents by such cases.

If this happens then what action as a resident , someone can take against this act. is it possible to launch FIR or  it is between builder and residents only.
