1. IF the property is under BMC jurisdiction (mumbai), THEN move application before the ward Desiganted Officer of BMC, by giving documentary evidences, and request him to investigate and initiate prosecution u/s 352 MMC Act, and issue directions to restore the property into the considiiton as per the sanctioned plans.
2. The above is also literally applicable in other Municipal areas.

If the staff of the municipality do not take proper action on your complaint given in writing, then you may approach the municipal commissioner with a fresh complaint in which you should attach the copies of the previous complaints, if there is no response from him too over a reasonable period then you may file a PIL before high court for relief and remedy.
