Eol rules regarding break in service during probation period

Sir ,

I am working in a central government department under ministry of EARTH SCIENCES. I am still under my probation period of 2 years. 1.5 months after joining, I took EOL on grounds of preparing for another examination for duration of 52 days.Initially my station incharge approved it and I informed my station officials before leaving for EOL. Then after 10 days of EOL, they informed me they have approved it only for 10 days by email.I have joined office after availing EOL of 20 days, i.e. 10 days extra from approved EOL. Now, after 6 months, they have approved EOL for period of 20 days from the competent authority. Now my question is will there be a BREAK IN SERVICE now?? If yes, then why as they have already  approved EOL for 20 days...

If there is break in service,, will it effect my promotion aspects?? As promotion depends on RANK obtained in merit list..

Kindly reply and clear the confusion

Extraordinary Leave (EOL) is generally counted as qualifying service for increments and pension in the central government, and does not usually count as a break in service. However, there are some exceptions, such as when the counting of leave is specifically excluded in the rules governing promotions.

EOL and probation in the central government:

If a probationer takes EOL, the probation period will be extended. 

 

A probationer is entitled to leave under the provisions of the CCS (Leave) Rules, 1972. 

 

If a probationer's services are terminated, any leave granted to them cannot extend beyond the end of the probationary period. 

 

EOL granted for certain reasons, such as civil commotion, automatically counts as qualifying service.

Sir, can they count the duration of EOL as break in service even if they have approved the EOL after the leave duration..as I took EOL on study grounds for different examination..which doesn't come under categories where EOL is considered part of service...

Extra Ordinary Leave (EOL) is not considered a break in service and can be counted towards regular service for promotion in a central government job, unless the relevant rules specifically exclude it: 

All types of leave, including EOL without medical grounds, are counted towards regular service for promotion unless the relevant rules specifically exclude it.

Can you please provide here  what are the relevant rules for the promotion of central government employees that you are referring to?? 

This will help a lot in sorting out the confusion

The relevant rules means subject matter, which will be known on an event that may take place in your service, you will promptly informed about it by your office at the relevant time.
