In a serious criminal case the Government set a up a fact finding committee before filling FIR, and on receipt of the fact finding committee report FIR was filled and charge sheet was submitted against the accused. What is the evidentary value of those fact finding committee report in the trial of the case?

me to like to known. Also that goverment has the powers to set the finding commitee before filing the FIR as per which Artilce of the Indian Consitution, 1949. Sir Pls tell me.
