1) Is there a minimum service required to issue the experience certificate?
2) for Non-performers whether company can terminate them without any notice and pay?

Service Certificate has to be issued to all employees.
Non Performance is not that easy to prove. Performance may be dependant on many factors beyond the control of employee e.g: non availability of spares....................
Not achieving a set target is not misconduct.
Opportunity of natural justice should be provided, in any case.
Notice pay should be paid.
Consult employee's/trade unions leaders and an able labor Law Consultant.
