Extortion

A student was enrolled with a private university. The course which he is studying is irrelevant for purposes of this question. He was absent many times owing to unforeseen illnesses. His attendance fell short of 75%. Despite him showing an authenticated medical certificate, his university board is denying him the right to write his final semester exams. The administration is demanding a hefty sum of money in lieu of letting him appear for the exams, which neither this student, nor his family can afford to pay. Student is a middle class person, but doesn't have the money to pay, unlike many of his very rich peers..The student has previously interned at many big firms/companies and is worried that unlike his peers, he won't be able to get a job owing to the university's stubbornness. Legal remedies, if any?

You may file suit for Mandatory Injunction and WRIT in this regard.
