Filing a Write Petition in HC, need some help

I'm ready to file a writ petition in High Court in India against MEA/Regional Passport Office and I need following information

1) Against who to file case, PIA (Regional Passport Office) or MEA?

2) How much it cost to engage a lawyer to handle such case? 

3) How much time HC takes to deliver verdict

4) What if PIA/MEA refuse to renew passport even after court verdict? Where to approach next.

Hello sir,

                Your query is incomplete and you have not stated the reason why you want to file writ petition. Firstly you need to approach Tribunal of passports and after that alone you can approcah High Court, if not you will be told to do the same if you straight away file a writ petition. The party to your case shall be Deputy Commisioner or the head of the regional passport office or depends on your place of residence. You need not worry about the person respnsible as the advocate for the Govt while filing his apearence shall state the adjoining party himself. The charges of Advocate shall depend on whom you'll be engaging. And time taken by judiciary depends. Though High Court has superceeding powers under Art.227 of the constitution, the High Court would surely advice you to approach Tribunal first. So please state the facts.
