Filing chargesheet

What is the procedure for filing a petition in court directing the crime branch to file the chargesheet in a case. They have unduly delaying filing the chargesheet.

you cannot force police to file chargesheet. they will tell the court that they are doing investigation. what they are saying about the delay ?
