Filing claim against electricity board

Hello,
I am Piyush Dubey from Madhya Pradesh. Recently, our area got hit by a major fault from electricity DP. As a result many of elctronic appliances turned down due to higher voltage supply. My LED TV, Refridgerator and Washing Machine panels were burnt and as a result it affected us economically very strong. It happened to almost every house of my area.

My Question is that, is there any way we can claim our loss to Electricity Board.

If Yes, then what is the procedure to claim and how much amount (if any criteria) we can claim.
