Filing complaint by govt employee

Sir, My friend who is in government  employee filed criminal private complaint u/s 420, 193, 195,199, 200, etc... in court. Court considered the prima-facia and referred to police station for investigation. The accused happens to be private person who works as "licensed agent" with the departmental person day-to-day basis.

In this case, complaint lodged in the private/personal capacity. Is it required for govt employee to obtain any permission from the higher / departmental head to initiate legal action. Any past judgements, helps us.
