Flat maintanence payment

I am living in a apartment complex where in flats are built on 2400 Sqft &3200 sqft plot. There are 110 flats of 2 types in 55 plots and 12 plots yet to come up. One owner who owns all the flats in one plot,has taken one water bore in his custody available near to his plot and connected to his flats water-tank by disconnecting from the common main water line and not paying maintenance to the association. However his flat"s sewage is connected to the common sewage line and treated. All other benefits of the association like security,Garbage disposal,street lights and house keeping are enjoyed by him. How to go about?
