Forcible eviction of person with unsound mins

My relative has been staying as a tenant at a flat in Mumbai for the past 18 months. Recently she has developed mental problems which caused a nuisance to the owner and neighbours .(leaving flat dirty, blocking drain ) . Now owner and society are looking at forcible eviction. Are there any pre-emptive/protective measures that can be taken to prevent my relative from being evicted ? Can police forcibly evict her without court order ? Can they admit her to hospital forcibly ?

If she is a tenant in a flat in a CHS and causing nuisance to other members of the Society, the Managing Committee of the Society can get an eviction order from the Registrar of Co-Op Housing Societies to evict her.
