It is been in practice in Telangana and Andhra Pradesh while appointing the teachers, lecturers, Ast. Professors or Professors , management of the educational institutes inform the appointees asked to deposit thier degree certificates. And troubles them in case they leave the institute for better opportunity by not handing over the certificates or will not reimuburse the wages he or she earned. Even there are instances that certificates intentionally damaged before handing over to the former employee. interestingly management never issue any letter that ' certificates are with us' .
my question is , whom to approach in such situations. Labour Department of the Jurisdiction ?
or send a notice through court to the management ? or Inform to the Affliating University or Apex body AICTE ?
