Forgery

 In any Govt.office letters are signed by the 'office in -charge' for  making outward correspondence.The Concerned  clerk  looking after  'inward- outward correspondence' records each letter in an ' outward register'  serially under the date on which it is  actually sent out from office and the entry is  made  in the form of - entry serial number,subject of letter,to whome sent,postage ticket's amount.If through oversight the clerk forgets to record the letter in the register and later he makes entry and gives serial number  for example;  3a in between 3and 4 say in serial numbers 1,2,3,4.(there being no space after number 4.After 4 there is a  next date) ;  and dispatches letter under that number .Please guide   whether this is a forgery ?
