First thing first: Record the evidence (audio/visual/witnessed/minuted).
Once you have the evidence, exhaust the internal mechanism.
Speak to employee's/trade union leaders,labor law consultant ASAP.

If being a female, this rough treatment is meted out and there is colour of s*xual harassment, then the proper course of action is to file a complaint before the committee to prevent s*xual harassment (in the act it is called ICC-Internal Complaints Committee). As per the Act, the head of the committee is a senior officer, necessarily be a Lady officer and one NGO related to women's issues, again a lady member will be the part of ICC. During the pendency of complaint, complainant can seek her transfer from the department/section/place of accused. But obviously, as it happens quite often, in women related issues, the law shows its most lethargic attitude and your 'medanta' might have not constituted such committee. Then, the appropriate course of action is to file the complaint before the Local Complaints Committee, which will be headed by DC or his nominee. If the problem is more severe, then engage an advocate and after taking proper instructions, he may file private criminal complaint before Magistrate against this recalcitrant and reprobate officer and believe me, once magistrate's notice reaches him, his heels will cool down and these scoundrels who harass women are in fact cowards and court notice will take away that wee bit of bravado in them and they fall down flat on her feet.
