Can a Government servant while still in service makes a gift of his future pension to his daugther/son?

No, Not at all possible.
Pension is always awarded to self, thereafter next eligible person as per PRIORITY wise.
during his life time, no body else is eligible otherthan the retired govt servent himself. On his demise, his legally weeded wife is only authorised for family pension. Thereafter,( on the demise of wife), it will be transferred to children, subject to fulfill the folling conditions:-
For male children : he should be below 25 years, unmarried & unemployed
For female children & special children : she should be unmarried & unemployed
(Note: special children : i.e., physically challanged /PHC etc., (pension for life time ))
(In case of unmarried govt. servent, on his demise, his parents (first mother thereafter father) is authorised for family pension if they were proved, dependent on govt servant.)
