Government charge for converting class 2 land into class 1

Hello.

       I have Class 2 land located in Nevasa Budruk, Tal- Newasa, Dist- Ahmednagar, Maharashtra. I want to convert it into Class 1. So, what is the legal procedure for this and what is the government charges for it. The land is 1.46 Hecter. Hopfully image in below word document shows governement rate in that area.
