Grama kantham land for religious building

We are from a village in Andhra Pradesh. We planned to construct a building for religious worship by our villagers in a piece of land which is a grama kantham land in our village. Can we do it? Is it legally valid? Is grama Panchayat of the village empowered to give land to the building for religious construction? Is yes, please provide me the procedure.
