Proper procedure is to approach the High Court under Article 227 or to address the Guardian Judge or the Regsitrar General.

You can file a petition before high court seeking direction to the concerned court for an expeditious disposal of the pending criminal case under section 482 Cr.P.C for the reasons you rely upon.

You have stated to have moved in PIL before Supreme Court, it is presumed that you have sought professional services of some prudent lawyer, isn't it ?

If so, what is his/her opinion and advise on the facts vis-a-vis your query ? Why do you need second opinion / obligation of expert on this platform in the absence of facts ?
