Guest house in residential flats

I am resident of Visakhapatnam. A person has hired out all 3 flats on the top (4th) floor of our residential aprtments building and is operating a guest house. It is legally permissible? Please guide. Further, he has fixed a CCTV Camera on the ground floor at the entrance to the lift. This way he gets to see everyone coming into our building or going out. What are the privacy priveleges in this regard?

Running a gues house is a commercial activity and it requires licence and it won't be available in residential areas.  So file a complaint before police and licensing authority against the landlord for running commercial activity in residential premises.  Similarly, CCTV is not permissible by a particular landlord in common areas, but it can be installed by residential associations for the security of the entire society.  Give police complaint for removal of CCTV and if  there is residential association, it can take action for removal of  the same.
