Guide me please for section 9

I am going for section 9 ,so kindly help me for these points.

1)can section be raised from any plce ,i mean i fthe girl was in her sasural  ande she had gone without permission ,,or at her maternal house,,if yes then please guide me which place will be best.

2) what are the counter measures that the girl house can take  against section 9 ..so that it become null.

3) what is the impact of section 9 in false dowry cases ???
