Housing society bye laws

Our society having 300 flats is due for major repair work including plastering, tiles, painting and plumbing. the total amount of the work is estimated about rs.150 lakhs. i would like know what are the procedure under the bye-law /avt. viz., 1. whether advertise is to be given in leading newspapers for calling tenders and what is the minimum no. of tenders required. 2. whether it is necessary to appoint a project manager/ civil engineer 3.other related items
