How government land leas for industrial purpose

Hi I Am Pankaj Raut from Maharashtra I am starting a new business of ash bricks In my area the government land is available And Now I am trying to leas that land but I have not any idea for leas this land so I am kindly requesting to you tell me the procedure for the leas of that governments land for industrial purpose.

1. The District Collector is empowered to lease the lands in consultation with State Government.

2. First find out whether any land is available for lease.

3. Submit an application and action on such application only materalize when political or other influence is used.

I have all documents of available land such as 7/12 Map and chatursema then what's is the procedure for register leas deed agreement of land for industrial purpose.
