Co-operation is a State subject and any advice can be given only if the State where you are residing is known. If you are in Maharashtra your issue comes under Section 77 of the Maharashtra Co-operative Housing Societies Act, 1960. You can send your complaint to the Assistant Registrar or Deputy Registrar of Co-operative Societies pertaining to the Municipal ward where your Society is situated. If he does not take any action ask him through RTI Act what action he had taken on your complaint. If there are other members who also feel like you, they can also join you to make a joint complaint. But one of you should be leader of the group, with whom the Registrar can correspond.
