How to get farmer certificate from uncle? from non native pl

Hello all, My grandfather's father holded a agriculture land in Guhaghar. But that land was lost in KUL कायदा rule. My grandfather's brother extracted a farmers certificate some how and on that basis his son(my uncle) bought a new agriculture land in Chiplun. My grandfather has expired and now I want to have a farmer's certificate. What will be the procedure to get a farmer's certificate on my name or my father's name? Do I have to add my name on my uncle's agriculture land? What is the exact procedure.
