This can be done more easily at the FRO more clearly known as Consular Marriages.
Marriage can be performed in front of FRO concerned and dont forget to get it registered at the Ukraine Embassy as it will save the Indian involved in it.
Domicile status of the person who wish to change can be changed and thereafter the private international law will be applicable and thence the FMA 1969. Rest the procedure we know.:)
