How to obtain death certificate of missing person?

My father is missing since 2005. My grandfather lodged a diary report in 2006 and then my mother lodged FIR in 2007. According to the 7 years of period, my mother went to obtain non traceable report but police said that they sent those records to their records room so it hard to find your records so its been 12 years, they're not providing non traceable report. Kindly do let us know if there is any other way to obtain death certificate without non traceable report?

U file private complaint in court and get orders from court.

OM PRAKASH SIR, I've gone through that case. She also filed a non traceable so is that possible we can file it without police report because we have only FIR with us.

If u have fir copy submit it to court make police as parties they submit report of missing so court can pass orders..
