i want to know that 174a ipc how to work and proceeding .who can apply complaint in 174a ipc proceeding?
You can just file a Petition ( Interim Application if it's a Civil Suit or Criminal Miscellaneuos Petition if it's a Criminal Case ) urging the Court to prosecute the Offender.
In other words, only can the Court be the Complainant. Neither the State nor a Party.
The decision taken by the Court, though discretionary, can be challenged in the Court above.
