How/whom to raise concern about forcible registration

About 25 days ago, a friend of mine was threatened with dire consequences and was forced to register a property that he owns to a third-party (local goon) without any consideration. Now, my friend wants to know how he can challenge that registration and seek for cancelling the same. Please advise your valuable suggestion to allow my friend save his hard-earned money/property.
