Husband's name excluded from the ration card.

Greetings,

Recently I happened to see a neighbour's  ration card and in it the lady was mentioned as the head of the family.

The lady is a housewife and her husband is the breadwinner for the family. I have some questions:

  1. What is the legal definition of the head of a family?
  2. Even if it is the man who provides for the family(financially and outside support), then why was his name excluded from the ration card, given that they both share the responsibility of the family?
  3. If on paper if the woman is the head and from the cultural perspective it is the man's duty to provide for the family, then why aren't both their names mentioned, why only the lady's and the man's completely ruled out?

From time to time Govt. launches some schemes for public welfare.  In that course the Govt wants to transfer funds into the account of Woman only.  Because if the monies are transferred to the account of men, there may be chances of withdrawing the same and using for immoral uses i.e. drinking, playing cards, womanising etc.  So the very purpose of the Govt. shcemes will not be done. Hence, in rural areas the ration cards will be issued in the name of wife only.

Thanks for the answer. I would like to add that I live in a twin town called Pimpri Chinchwad near Pune City in Maharashtra state. This is an Urban location. Also depositing money in the woman's account directly doesn't guarantee it's safety either. I mean in a case where the husband has a  good moral character and carries out his duties responsibly, but the woman has some vile intentions and uses the money for the same, then what would be the solution in that case? Also wouldn't this jeopardize the position of the earning male in the family?

P.S : The question is only intended at understanding the logic behind the change of the rule and it's ramifications.

It will be difficult top give an opinion without knowing the details or the reported incidence.  You may refer to rule which changed the pattern in the ration car and get convinced about the justified reason for a reportedly radical change/reform.
