If third party ask specimen signature in a bank

If a third pary ask for specimen signature of someone in a bank whether a person work in a bank has a duty to give if a bank is run by govt or suppose private bank?

Whether he ask this under RTI ACT?

And in what situation a bank has to give a specimen signature?

No it comes within exception,as it pertains to personal information
