importance of gazette notification

hello everyone... the calcutta municipal corporation has changed the system of property tax calculation to 'unit area assessment' method; the gazette notification was made on 30th july 2010 and it will be applicable from 2010-2011....


my question is, does it make the old rule and therefore the tax demand based upon the old system void?

does gazette notification of any modified law makes the old-version invalid?

should i stop paying the property tax and wait for the new bill based upon the new rule?

yes,by the new notification in gazette,old rules are no more valid,unless otherwise stated therein.

No authority can make law in their chambers like parliament, Assembly and Council hall etc and say that law has been enforce without notifying the law to  its citizen by Gazzete Notification. There is a celebrated case by the supreme Court on this score.
