in article 12 of constitution--other authority

dear sr members,


                      in a decision of madras high court,AIR1954 mad 67---where the gereral words 'other authorities' 'within the territory of india or under control of government of india ' construed.but afterwards supreme court held , it has got larger meaning than the one given by the madras high court. kindly discuss this in a simple way the constitutional interpretation of the subject matter.

Dear prof Pratihar, the meaning of State under Article 12 of the Constitution of India is inclusive Clause and takes in whtever has been expressly set out in Article 12, whereas the word State in other articles like Article 1, 152, 372 and 308 etc., of the Constitution is exclusive unlike Article 12 of the Constitution of India.
