IN CASE of property where there is more then one owner

We have a case of property in which 70 percent we are owing and rest 30 by other owners . one of the owner sold his part to third party without asking us since as per law when in case of such property hakhchapi right stay with the other party but they have sold that property more then 8 times the dlc rate. and this he done coz he dnt want us to buy that property so kindly suggest me some ways. I want to buy this propoerty but at the fair rate.. What can i do in this regard.Property dlc is 8 lakh and he sold for 45 lakh. Can court provide coz jst to save himself from hakchapi right he did it. Even when govt acquire a property it pay to people on basis of dlc rate even though market rate is many tiems more then why we have to pay 45 lakhs???Can govt ask for revaluation of this property???

There is no pre-emption right unless as provided u/s 4 of Partition Act. unfortunately your case does not seem to fall in that category. There is not much that can be done unless you can prove in a court of law that the transaction is fraudulent or the incoming purchaser is of dubious background.
