Ingress and Egress to the property

Our exit gate is not accessible because of a litigation on the exit road created by the owner of the rear property and the entry gate opens to the road which belongs to the owner of the land next to the property. Our builder have undergone understanding with the owners of land towards the entry gate that the road opening to the entry gate will be used by owner of the apartments. The owner of the land towards the entry gate has started a workshop in his portion of land. It is causing harm to the peace and tranquility of the apartment. Can we owners of the apartment take legal action against the builder?
