I have no doubt you succeed in writ petition, Even though not relevant but interesting case is that Justice Ravinder Kumar Bhatt, Delhi High Court passed an order in April, 2009 that the notice for registration of marriage to the parents of the spouses is not mandatory and it would defeat the purpose of registration of marriage.
