Io and inlaws are harrasing by not filling chargesheet..

In my case my IO is not filling charge sheet since 14 months of case filed as she required for more investigation. as my father in law is Head Constable and dragging all this and not allowing to file and even to my lawyer to fight.
By this bulsh*t I'm not residing at the present premises. I am just trying to understand if going and complaining to the Higher officials or anyone else will help as a fast remedy. It is really becoming torturous. The IO is sending people to my neighbors and owners house and harassing me almost every alternate day.

I also filed a writ petition in High court towards Commissioner and IO and all that are forcing to accept in laws conditions and even they had counter locked my premises... But their lawyer and court declared that IO did not locked they just went for investigation and return back...in my neighbor all are saying police people came and locked my premises and Everyone in the police station threatens so much,

they say if you disobey the IO then your life is finished. It is a vicious circle. But still I am not scared. I want to fight it out and see what will happens...as they already filed 498a 34IPC 4&6 D.P and 406 and 506..I 'm not able to understand what to do next..pls advise.??
