Is a restaurant in a multi-storied building allowed?

I live in a ten floor multi-storied building in a premium location in Kolkata. While one half of the ground floor forms the lobby with lift area, the rest  is under the promoter. We recently came to know that the promoter has let out the portion to a restaurant. Construction has already begun, which means that very soon, right under our flats, there will be a full-fledged restaurant. Apart from concerns of accumulating waste, noise, and dirt that will affect our lives, we, and other flat owners are particularly concerned about having a kitchen on the ground floor. That will automatically increase chances of fire and other hazards for all of us. Can the flat owners, through the building association, protest and stop the construction? What are the options available? Please help, because the space has been let out to a very renowned restaurant chain, and work has already begun full swing.

No commercial activities are allowed in a residential locality. Seek an information from the local self Government as to whether they have provided the builder and the businessman with such permission?

Thank you Sir. The Association of flat owners had a meeting and will be sending letters to the Fire Dept, Municipality, and local borough. Is there a particular format for sending a letter to these organizations? I will keep you updated on the matter.
