Is govt 24 hour servant concept against human rights?

in india a govt employee is told repeatedly tha he is a 24  hour servant and must be forever ready for duty whenever summoned.

 

is this concept not promoting slavery that is already banned everywhere in the world?

is it not against democracy which talks about freedom?

is it not against human rights to privacy,freedom and personal space?

is it not against constitutional rghts?

if these are true,why is only a govt employee singled out deprived of his human rights like others?

isn't the term,"24 hours servant" degrading to an individual anfd hurts his self pride?

If the concept of 24 hours service would have been derogatory or slavery then it could have never been possible that Graduate/ B Tech/ Post graduate boys join as peon.
