Is keeping or demanding blank cheques or promisory notes legal?

Most of the banks or private money lenders do this.

There are number of private money lenders in INdia.

Who must give licence to them? Who is that authority?  The business they are doing is legal? They avoid Income Tax Payments, indulge in harsh methods of   money collection...and do 'Chits' privately......

We notice number of people who are poor giving requestions to the officers to same them from the money lenders. I would like to enlighten them regarding NI Act. I request the experts here to disclsoe...Is NI Act is absolute? What are the ways to escape from it, when cheque bounce cases faced?
