Is my son eligible for non-creamy layer certificate?

I belong to Nair Community in Kerala which is a forward communicty.  My wife belongs to Ezhava communicty which is an OBC.  Both of us are not government employees and our total income is well within the limit eligible for Non-creamy.   After completing the 12th standard, transfer certificate obtained by our daughter from her school doesn't specifically show any caste but says she belongs to HINDU religion.  

He is now planning to obtain admission in a Central Govt institution for her higher studies.  Can she apply for Non-creamy layer certificate?  Since her parents are inter-caste married couple is she eligible for Non-Creamy Layer Certificate?  (Her mother belongs to OBC and father doesn't belong to OBC.)

is there any judgenment about change in birth certificate [name & date - both] as per school leaving certificate? [gujarat]
