Is it an offence by law to SEARCH for a new wife while a man's divorce case is still pending in court?
I repeat: NOT GETTING MARRIED, only SEARCHING for a bride.
Is this an offence in the eyes of the court? Can the ex wife cause trouble for the ex husband?

Yes. If it is a mutual consent, then you can search informally. But in the eyes of law, it's violation of law because a marriage is not considered dissolved until the court issues the decree.
