रुचिका का यौन शोषण करने वाले डीजीपी एसपीएस राठौर को सजा दिलाने के लिए विभिन्न संगठन बेशक एकजुट हुए हों लेकिन नोएडा के दूसरे राठौरको उसके करतूतों की सजा कौन दिलाएगा जो अपने फॉलोअर (पुलिसकर्मी) की पत्नी का अपहरण कर बलात्कार करने के बाद पिछले 13 वर्षो से फरार चल रहा है। दुष्कर्म का आरोपी राजस्थान का डीआईजी मधुकर टंडन ने जिस मकान में फॉलोवर की पत्नी से दुष्कर्म किया था वह बेच चुका है। उस मकान में अब एक रिटायर्ड प्रिंसिपल का परिवार रहता है। 

एफआईआर के मुताबिक राजस्थान के डीआईजी मधुकर टंडन 2 फरवरी 1997 को अपने सिपाही की पत्नी रानी (बदला नाम) को दौसा से लेकर नोएडा के सेक्टर 19 स्थित अपने कथित मकान (ए-752) में लाया था और उससे दुष्कर्म करने के बाद फरार हो गया। पीड़िता उसके चंगुल से निकलकर कोतवाली सेक्टर 20 पहुंची और उसके खिलाफ मामला दर्ज कराया। पुलिस ने आरोपी के खिलाफ 3 फरवरी को मु.अ.सं. 83/97, आईपीसी की धारा 376 (दुष्कर्म) और 342 (जबरन कब्जे में रखना) के तहत मामला दर्ज कर लिया। उधर दौसा में (राजस्थान) रानी के पति राज कुमार (बदला नाम) ने अपनी पत्नी के अपहरण का मुकदमा दर्ज कराया था। दोनों राज्यों की पुलिस टंडन की तलाश करती रही लेकिन सुराग नहीं लगा। यह मामला अब सीजेएम कोर्ट में (वाद संख्या-2230/क्4) विचाराधीन है। वर्ष 2008 में कोर्ट ने आरोपी के खिलाफ चार बार वांरट जारी कर चुकी है बावजूद उसका कोई पता नहीं चला। सूत्रों का कहना है कि टंडन ने अपने भाईयों के साथ मिलकर सेक्टर 19 के ए-में करोड़ों की संपत्ति बना रखी है।  अपने कथित मकान ए-752 को बेच दिया है। उसका एक भाई भारतीय प्रशासनिक सेवा में है। फ्लैट से सटे खाली पड़े ए-758 सेक्टर 19 प्लाट की रखवाली कर रहे गार्ड सुखराम का कहना है कि कोई टंडन साहब यहां अक्सर आते-जाते हैं, पर वह कौन हैं इसकी जानकारी उन्हें नहीं है।

‘‘घटना काफी पुरानी है। मुझे इसकी बहुत जानकारी नहीं है, पर इतना जरूर है कि मामला पुलिस अधिकारी से जुड़ा होने के कारण इसकी जांच सीबीसीआईडी को सौंप दी गई थी। स्थानीय पुलिस से इस कांड का अब कोई वास्ता नहीं है।’’

@MKG - for your kind information, there have never been problems with Indian constitution, laws, statutes, Acts, etc. in India, but it is the with a certain portion of people and of late, terrorists.

In my opinion, terrorists are all who not only carry out, plan physical destruction, but those who carry out mental destruction in the minds of people, especially in the minds of poor, youth and illiterate.

As in India, we observe Unity among diversity, in my opinion, there is no need for a common or separate law which is focussed or derived on a particular religion.

The fact is that at the present time the whole world is trying to follow India and our lifestyle.  Implementation in law has always been a problem, and that is because of our typical setup, that is we have myriads of languages, religions, castes, among us.

THIS IS WHAT WE ARE, WE OBSERVE UNITY AMONG DIVERSITY!  So, there is  no need for any separate law!

E.g., if a child has a problem with learning its mother tongue, it is not wise to change the language itself but to aide the child in understanding the present language better. 

Also, I condemn anyone explicitly expressing harsh opinions on Indian government, etc. OR ANY RELIGION OR COMMUNITY.  If you have the guts and courage, rent a stage, public addressing system, etc. and do it through the air, not through a wonderful media like this.  A SURVEY SAYS, "90% of the hearsays and rumours nowadays are through emails, blogs, etc."

So, I request everyone to maintain a high standard of morale in your thoughts.  Mr. Khaleel Ahmed was very polite and humble in his posts so far and I thank him for the same.

Ofcource , there is no problem at all in Indian constitution. As of reading Indian constitution is not enough. Implimentation is more important than expressing views in India.

In India we have very good unity before 1947 but not now.

Why well educated people with there knowledge, power etc ... not stopping discrimination among casts and religions in India.

Indian Government it self backing up religions and casts. When we are away from India I too express my feeling that we are the great and we are proud of our nationality.

Implimentation any type of law, is not a difficult issue in India.

During Indian General Elections 2009 how Election Commissioner I beleave Mr. Sheshan implimented the laws. All All All followed election commissiner system like a kid. Including MPs, MLAs etc...

Please never say implimentation in law always be a problem. 

At present the whole world is giving example of our working system, including Mr. Shahshi Taroor. Ministry of External Affairs.

India is not America or Africa. Taking examples and comparing with so called advance world.

Any person in India so far penalised / impeached Justic Dinakaran ???????? Even politicians and so called well educated are doing nothing.

We have well respected Indian Constitution that is written in books just to read. Why Judiciary is not following our well respected Indian Constitution Sir.

I too have guts to address any one or any where. Not looking for benifits. And I don't sell my dignity for sake money.

For every action there is a equal and opposit reaction Sir.

In India if I rent a stage no use at all even I must rent some educated as well as non educated people to lisen along with some community leaders.

In India every thing is rumours bad as well as good because law is very power ful to shut any body mouth like Justice Dinakaran.

Justice Dinakaran abused Indian Constitution, Indian Govrnment as well as Indian Community.

Mr. M.K.Gandhi , You have defamed one of the Indians , Malayali (Keralie) .As Mr.Khaleel Ahmed said  You are using your id with Mahatma`s name. Then , if you are an Indian , whatever the state from you , Are you also such category ? Are your ancestors also such catergory ? do not spit when lie down face up . If done so, spittals will spoil you only and nobody else .      Whatever the kind of defamation and destruction of the country , its first eye only on ladies . For this destruction , nobody , no country or even no religion is exceptional  . Before attcking or accusing blindly anybody , please assume that keep on you in that position and how will you feel.

Yes, Mr. Agarwal, I completely agree with you.  We must not indulge in any kind of discussions  using derogatory language.  Mr. MKG has not maintained the decorum throughout his posts.

I wish you had chipped in a little earlier before too much was exchanged here.
