Pune

9 flat building ,no socity 

already gone to sakhar sankul they said no control over chairman 

chairman not giving NOC for selling flat

how and where to complain?

Make a proper complaint to registrar of societies complaining the atrocities of chairman. Also file suit for mandatory injunction against chairman.
