Land acquire

Hi i am Ajay and my father holds a property is andhra pradesh which he has taken in the court auction in the year 1958. He hold Pattadar Pass books on that land and the EC of that land is on my father name till date. Till 2007 every thing is on my father name but in the year 2007 the MRO of that region has issued new Pattadar Pass books to others on my father property. We got to know in the year 2009 and from the day we were known, we have kept a letter to the collector to investigate and resolve it. There is no response till date.

When i checked with MRO he said it is a government land and as ur not using it that was given to him. Can any one of u explain as to how can a court sell the goverment property to my dad. Also with out giving any notice how can an MRO take a decision to issue new books to other on this property.

My Dad is very much worried on this property. Please suggest what can i do now and what would be the better approch.
