Land purchased, but registry not done

We had purchased 1500 + 500 sq feet (purchased after 1 month) of land in 2002, but only 1500 sq feet of lands registry was done at that time. And rest 500 sq feet was not done as the registry was closed due to the village was declared in Municipal corporation limit by that time.

We had paid the landlord for 500 sq feet plot in cash, but we do not have any proof. Despite several follows up with the landlord, he is saying that he cannot do the registry since the person in whose name the power attorney was done is missing and the power attorney is irrevocable.

We have built our house on the entire plot and paying property tax since 2002.

Please let me know what can be done to take the rest 500 sq feet land legally and what is law for land where are staying for last 10 years.
