Land transfer will or gift deed?

My grandmom made a will in which dad gets a share in the will but only after she dies. Recently dad did a survey, made a sketch of it and is about to register in his name, but it is said that even if its in his name he won't have a legal right so he can't get bank loan to do farming or anything else. For that purpose he will need to do a gift deed or settlement deed. But then all the effort of making a survey, sketch goes waste because we cant use that sketch for the same purpose that is for making gift deed. The lawyer says that it will take another 3 months to make the gift deed and a new sketch copy will be needed. So really don't know what needs to be done here now. The sole purpose is, I want to get that land transferred in my name and start a Dairy Farm with future plans of expansion. I have my own business with decent net profits. The land is in Karkala, Karnataka.
