Latest rules for inheritance of ancestral property

Pls clarify whether a person who has inherited ancestral property can execute a WILL of the same to anyone . Following is the background

1.  A person has inherited ancestral property  ( Agri land ) in excess of the ceiling permitted on holding of Agri Land . Same is distributed to two sons and the person retains small portion of agr land .

2. Thereafter the person makes a  WILL for his portion of the property to a third person , without giving any portion of the same to either sons or daughters .

yes, he can give will, same time he will withdrawn a will any time.

No problem to create a will but subject to ceiling act.
